Recovery Premium Funding

Recovery Premium Funding 2022 - 2023

Pupil eligibility

For mainstream schools, pupil eligibility will continue to be based on pupil premium eligibility.

Funding rates

Recovery premium allocations will be calculated on a per pupil basis, based on the following indicative rates:

Mainstream education:

  • £145 per eligible pupil in primary schools

Using recovery premium funding

Schools should spend this premium on evidence-based approaches to support pupils. In line with the Education Endowment Foundation’s pupil premium guide, activities should include those that:

  • support the quality of teaching
  • provide targeted academic support
  • deal with non-academic barriers to success in school, such as attendance, behaviour and social and emotional support

Like the pupil premium, schools can:

  • spend the recovery premium on a wider cohort of pupils than those who are eligible for the funding
  • direct recovery premium spending where they think the need is greatest

Reporting and accountability

Schools must show they are using their recovery premium effectively:

Recovery Premium Funding 2021 - 2022 (previously called Catch-Up Funding)

Pupil eligibility

Recovery premium allocations for all eligible schools will be based on pupil premium eligibility:

  • pupils who are eligible for free school meals (FSM), including eligible children of families who have no recourse to public funds (NRPF)
  • pupils who have been eligible for free school meals at any point in the last 6 years
  • children looked after by local authorities - referred to as looked-after children (LAC) and children previously looked after by local authorities - referred to as previously looked-after children (PLAC)

Recovery premium allocations will be calculated on a per pupil basis, based on the following rates:

2020 - 2021 Coronavirus (COVID-19) catch-up premium

Children and young people across the country have experienced unprecedented disruption to their education as a result of coronavirus (COVID-19). Those from the most vulnerable and disadvantaged backgrounds will be among those hardest hit. The aggregate impact of lost time in education will be substantial, and the scale of our response must match the scale of the challenge.

The government has announced £1 billion of funding to support children and young people to catch up on learning lost to school closures. This includes a one-off universal £650 million catch-up premium for the 2020 to 2021 academic year to ensure that schools have the support they need to help all pupils make up for lost teaching time.

Eligibility

The £650 million catch-up funding will be available to all state-funded schools.

It will cover:

  • primary, secondary and all-through local-authority-maintained schools, academies and free schools;
  • local-authority-maintained special schools;
  • special academies and free schools;
  • special schools not maintained by a local authority;
  • pupil referral units;
  • alternative provision (AP) academies and free schools;
  • local-authority-maintained hospital schools and academies;
  • independent special schools.

Funding

Allocation of funding to schools will be calculated on a per pupil basis.  Mainstream schools will receive £80 for each pupil from reception to year 11.  Each mainstream school’s total funding will be provided as 3 payments

Autumn Term 2020 - Payment will be based on the latest available data on pupil numbers.

Early 2021 – Payment will be based on the October 2020 census headcount. It will take into account the payment received in autumn so that the first and second payments total £46.67 per pupil.

Summer Term 2021 - Payment of a further £33.33 per pupil will be made to bring the total to £80.
